CORRECTIONS FACILITY MAINTENANCE MANAGER 3

DEFINITION: This is technical and administrative work in directing physical plant maintenance, heating/utility plant operations and vehicle maintenance/operation at a Commonwealth facility.

An employee in this class is responsible for planning, organizing and directing the full range of the facility's maintenance core functions to include: all physical plant maintenance, utility and heating plant, groundskeeping, housekeeping, and vehicle maintenance/operations at a state correctional facility with a design capacity of 1,000 or more cells. Work involves planning and directing the acquisition and distribution of the fiscal, material and manpower resources to provide for preventive, operational and emergency physical plant, heating/utility plant and vehicle maintenance, repair and operations. Employees plan, direct and coordinate all facility maintenance core functions of building maintenance, groundskeeping, housekeeping, vehicle maintenance and operations, and utility and heating plant maintenance and operations, including the removal of hazardous substances and infectious waste and the operation, repair and/or maintenance of sewage treatment and/or water treatment and/or electric congeneration plants at a facility providing these services. Employees plan for physical plant development, growth and improvement by participating in conferences with agency, Department of General Services, private consultants and contractors and professional engineers and architects to transmit facility operational requirements, to evaluate proposed plans for maintenance and repair projects, and to insure that the facility needs are fulfilled. Work includes the preparation and review of plot sketches and construction plans and inspection of construction and renovation projects in progress and upon completion. Supervision is exercised over lower level management and supervisory building maintenance, groundskeeping, housekeeping, vehicle maintenance/operation and heating/utility plant staff. Employees are responsible for the custody and vocational training of inmates assigned to work crew. Work is performed with a high degree of initiative and independent judgment and is reviewed by the Superintendent through conferences, reports and review of overall effectiveness.

EXAMPLES OF WORK: Plans, organizes, directs and coordinates building maintenance, groundskeeping, housekeeping, utility plant and heating plant operations and vehicle maintenance/operations at a state correctional facility with a design capacity of 1,000 or more cells, or a similar facility.

Supervises lower level management staff in the implementation of all building, electrical and mechanical maintenance and repair; directs the assignment of general maintenance personnel and trades foremen, corrections tradesmen instructors in the repair, demolition or hazardous waste removal and maintenance projects and reviews work for adherence to plans, specifications and technical trades standards and safety precautions.

Prepares preliminary sketches for maintenance, repair and renovation projects.

Directs the operation, repair and maintenance of a central high pressure steam heating boiler plant through the review of logs, charts and reports; directs the operation, repair and maintenance of water and/or sewage treatment plants and/or electric cogenerating plants.

Directs groundskeeping employees engaged in the care and maintenance of all facility grounds, trees, shrubs and roadways and in the proper safeguards and use of toxic chemicals such as pesticides and herbicides.

Directs the care, maintenance, repair and operation of all facility vehicles; arranges for vehicle inspections, preventive maintenance, major and minor servicing repairs; and schedules operators and equipment.

Directs the work of employees engaged of in sanitation and janitorial services.

Establishes and directs changes in building, utility and heating plant, groundskeeping, housekeeping, and vehicle maintenance/operations policies and procedures.

Estimates annual and special budgetary requirements for the facility maintenance department; prepares purchase of service contracts and directs the preparation of purchasing documents for building maintenance, utility and heating plant, groundskeeping, housekeeping, and vehicle maintenance/operation; directs the issuance of equipment, supplies, tools and material to be used in building maintenance, utility and heating plant, groundskeeping, housekeeping, and vehicle maintenance/repair and operation and/or handling hazardous or toxic substances and infectious waste; and insures the maintenance of an adequate inventory of supplies and equipment.

Coordinates facility construction and renovation projects with departmental staff, contracted staff and Department of General Services staff.

Attends all job conferences scheduled by the Department of General Services for Facility Construction and Renovation Projects.

Assists implementing construction or renovation projects through the preparation and review of plan, sketches and specifications; and through the inspection of projects in progress and upon completion for adherence to specifications and designs.

Interviews and hires or recommends applicants for employment; approves leave and reviews work performance of subordinates.

Administers collective bargaining agreements and evaluates and responds to employee complaints and grievances.

Inspects work areas to insure compliance with established accrediting/certifying agency regulations and departmental standards for safety and for meeting the requirements of purchase of service contract provisions in these areas.

Reviews and identifies training needs of staff, initiates training recommendations, conducts training and demonstrates more efficient work methods.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and techniques of building, utility and heating plant, groundskeeping, housekeeping, and vehicle maintenance/operation management, administration and supervision.

Knowledge of the methods, practices, material and equipment of the maintenance and construction trades, including plumbing, carpentry, masonry, electrical, painting, steamfitting, roofing and refrigeration.

Knowledge of the practices and techniques of high pressure steam heating plant operations, maintenance and repair.

Knowledge of the operation, maintenance and repair of sewage disposal, water treatment, electric cogeneration and refrigeration plants and systems.

Knowledge of the methods, practices, materials and equipment used in vehicle maintenance, operation and repair.

Knowledge of the methods, practices, materials and equipment used in grounds maintenance and housekeeping; and the proper safeguards and use of toxic chemicals and removal of infectious waste.

Knowledge of the occupational hazards and safety precautions of the mechanical, electrical, building and automotive mechanic trades, and of high pressure steam heating and utility equipment and hazardous substances.

Knowledge of the life safety and building codes, statutes and accrediting/certifying agency standards and regulations governing the maintenance, construction, equipment operator and automotive mechanic trades, the operation of high pressure steam heating and utility equipment, and the maintenance of a sanitary environment at a Departmental facility.

Knowledge of the preparation and interpretation of schematic drawing, plot plans and purchase of service contracts.

Knowledge of modern correctional principles, and practices.

Knowledge of individual and group behavioral patterns of persons with criminal backgrounds.

Knowledge of the principles and practices of inmate care, custody and control.

Knowledge of the methods of inmate supervision and vocational training, and institutional security measures.

Ability to plan, assign, direct, coordinate and evaluate the work of building maintenance, utility plant, groundskeeping, housekeeping, and vehicle maintenance/operation personnel engaged in facility-wide operations.

Ability to establish policies and procedures for the facility's building maintenance, utility plant, groundskeeping, housekeeping, and vehicle maintenance/operation functions.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with facility staff, agency staff, contracted staff, Department of General Services staff and the public.

Ability to prepare and interpret basic plans, sketches and drawings.

Ability to maintain clear, complete and accurate records.

Ability to evaluate staff training needs and provide training to meet those needs utilizing various techniques and resources.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Facility Maintenance Manager 2;

                                                                                                                                                       or

Two years as a Facility Maintenance Manager 1;

                                                                                                                                                       or

Three years of experience as a Utilities Supervisor;

                                                                                                                                                       or

Seven years of experience in the construction, maintenance or repair of buildings; or the operation, maintenance and repair of utility services equipment, including four years in a managerial or supervisory capacity;

                                                                                                                                                       or

Any equivalent combination of experience and training.
