CORRECTIONS WASTEWATER TREATMENT PLANT FOREMAN

DEFINITION: This is work in the care, custody and control of inmates detailed to the operation and maintenance of a wastewater treatment plant at a state correctional institution or facility.

An employee in this job is responsible for supervising inmates assigned to participate in the operation and maintenance of an institutional wastewater treatment plant. Work involves supervising the operation, maintenance and repair of motors, pumps, compressors, valves, filters, chlorinators, digestors, aerators, grit removers, and related equipment in wastewater treatment plants. Work also involves supervising and performing the sampling and chemical testing of plant influent or effluent to determine pH level, chlorine residual and settleable solids, the biochemical oxygen demand level, and safety of the effluent for environmental protection. Work includes scheduling inmate work activities, assigning work, and reviewing work for adherence to established procedures and guidelines in the operation of a wastewater treatment plant or on an assigned shift in a multi-shift operation. Work also includes training assigned inmates in the
operation and maintenance of wastewater treatment equipment, evaluating inmate performance, and supervising plant activities. Work is received through oral and written instructions and completed work is reviewed by a technical or administrative supervisor for effectiveness of results and continuity of services.

EXAMPLES OF WORK: Supervises inmates engaged in the operation and maintenance of a wastewater treatment plant, or supervises inmates on an assigned shift in a multi-shift operation.

Trains inmates in the proper operation and maintenance of wastewater treatment equipment.

Reads meters and records findings on a daily log.

Interprets results of chemical tests and adds chemicals as required.

Supervises and performs preventative and operational maintenance on plant equipment by ensuring equipment is properly cleaned, maintained, repaired and adjusted.

Prepares reports on plant operations and continuity of services.

Maintains adequate supply of treatment materials and requisitions supplies as stocks are depleted.

Prepares reports for regulatory agencies.

Operates commonwealth-owned vehicles including automobiles and light trucks.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the operation of a wastewater treatment plant.

Knowledge of the methods and tools used in operating and maintaining wastewater treatment equipment.

Knowledge of the hazards and safety precautions required while working with wastewater treatment equipment and the plant's influent and effluent.

Knowledge of the regulatory requirements and guidelines for the operation of wastewater treatment plants issued by the PA Department of Environmental Protection.

Knowledge of the chemical techniques and equipment used in testing wastewater plant influent and effluent.

Knowledge of mathematical computations including addition, subtraction, multiplication, division, area, volume, and ratios.

Ability to read and interpret charts, graphs, meters and other measuring devices used in wastewater treatment plants.

Ability to maintain wastewater treatment plant operating records.

Ability to read and interpret wiring and plumbing diagrams and blueprints.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: One year of experience in the operation and maintenance of a wastewater treatment plant.

NECESSARY SPECIAL REQUIREMENTS: Possession of a valid certification issued by the Pennsylvania State Board for Certification of Water and Wastewater Systems Operators as a wastewater treatment plant operator that is equal to or higher than the highest applicable class and type of wastewater treatment plant to be operated.

Possession of a valid Pennsylvania non-commercial Class C driver’s license or equivalent.
