JOB TITLE: CHIEF EXECUTIVE, HIGHWAY ADMINISTRATION, DOT

JOB CODE: 11221

DEFINITION: This is highly responsible administrative work in planning, directing, and evaluating the programs and operations of all Highway Administration bureaus, offices, engineering districts, and county maintenance offices in the Department of Transportation.

The employee in this job is responsible for assisting the Deputy Secretary for Highway Administration, Transportation, with planning and directing Highway Administration operations, developing Highway Administration policies and programs, and directing the interpretation and implementation of related policies and programs. Work involves providing administrative oversight to districts, counties, and program areas; establishing strategic plans for the administration of Highway Administration programs; evaluating the extent to which program objectives are met; and ensuring the development of improved and more effective Highway Administration operations and programs areas, including design and delivery, construction, maintenance, operations, bridges, and strategic development. Supervision is exercised over professional and technical staff. Work is performed with considerable independence under the general direction of the Deputy Secretary for Highway Administration, Transportation, and is reviewed, through conferences and reports, for program effectiveness and attainment of goals and objectives.

• Plans, directs, and evaluates all Highway Administration operations and programs.

• Provides direction and guidance to Highway Administration bureaus and offices on the interpretation and implementation of policies and standards to ensure state-wide conformance and uniformity.

• Exercises signatory authority on Highway Administration matters requiring the approval of the Deputy Secretary for Highway Administration, Transportation.

• Participates in the development of department objectives, policies, programs, and standards as they relate to Highway Administration activities.

• Reviews and analyzes reports to evaluate programs and ensure program goals and objectives are met.

• Evaluates bureau and office activities based on department policies, programs, and progress schedules to determine if corrective measures, changes, or modifications are needed.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices used in the location, design, construction, and maintenance of highways, bridges, and related structures.

• Knowledge of the principles and practices used in highway and bridge services, such as right-of-way, traffic control, materials testing, construction quality, and environmental control.

• Knowledge of the federal and state laws, regulations, policies, and practices relating to all highway design and construction operations.

• Knowledge of the principles and practices applied in inspecting and testing materials used in highways, bridges, and related structures.

• Knowledge of the principles and practices of highway and bridge program administration.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret various highway and bridge plans and specifications.

• Ability to interpret and apply written and numerical information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Eight years of professional experience in the design, construction, or maintenance of highways, bridges, traffic systems, or other comparable structures, or in the administration of related transportation programs, which includes four years in a managerial capacity or directing the work of civil engineers; and a bachelor’s degree;

or

• An equivalent combination of experience and training, which includes four years in a managerial capacity or directing the work of civil engineers.
